Okay. So this appears to be happening in Oxford. At first it won’t be called a penalty, it will be a fee. Then a tax. Then you will be compelled to LIVE in the city if you want to WORK in the city.
It just keeps getting sicker and sicker with each passing day, as for there 15 minute slum cities they can go P_ _ _ K off and eat S_ _T and die. I will never live in any of those cities and I would rather eat bark off a tree than listen to these demon possessed animal elites.
