Correct. A PERMANENT standing army was not on the agenda, and Hamilton fought against this. Nevertheless, Congress has continuously reauthorized army funding since the 1790s, so the U.S. has maintained a de facto permanent standing army — but the constitutional mechanism is always the two-year renewal, not a blanket authorization.
The U.S. Constitution explicitly grants the federal government the power to provide for the common defense. This authority is established in the Preamble, which lists “provide for the common defence” as a primary objective, and is further detailed in Article I, Section 8, which empowers Congress to lay and collect Taxes, Duties, Imposts and Excises specifically to “pay the Debts and provide for the common Defence and general Welfare of the United States.”

So, everyone knows that President Trump occasionally (okay, frequently) says things that can quite easily be taken out of context, because he doesn’t always complete the idea.
I have two thoughts on this (actually I have several, but I’ll spare everyone the diatribe)…
1. Iran funds their military for offensive purposes primarily. The United States funds the military PRIMARILY for defense, although we have been engaged in an OFFENSIVE campaign against another offensive state all year. Fair enough. I still support smashing a government that has as it’s core values bringing about the end of the world.
Having said this, funding the military FOR THE PROTECTION of our country IS a proper function of government, IMHO. Paying for daycare is NOT a proper function of government.
2. Regarding Medicare and Medicaid, Medicare was a promise made by the government along with Social Security. To fail on this now would be unconscionable, although reforms are needed to be certain. Medicaid is for people (American Citizens, specifically) who are UNABLE to pay for their health care. Now, even though he didn’t SAY it, he certainly has said several other times that the FRAUD in Medicare and Medicaid cannot continue to be funded.
About your comments above–America funds the military for defense?! How about America (for the last 6 decades) funds the military primarily for the defense of the pozi-dollar.
What’s really amazing is the number of people who heard both of these statements, ONLY IF there was a commercial break during the big game or The View of course, and didn’t connect with the utter insanity of the 2 contradicting statements coming from the countries main leadership.

Uh, if we get into the Wayback Machine to around 1804, Jefferson had to deal with the Barbary Pirates, who were being bought off even then by corrupt, craven, syphilitic-thinking European countries. And the American response was: “Millions for defense but not one cent for tribute.” We all know how the USN and the USMC handled these Muzzie scumbags.
As far as SS is concerned, I and millions of others have PAID INTO that Ponzi Scheme and now we want our money. As far as Medicare and Medicaid, those systems are the nanny-state outgrowth of a private industry medical insurance system initiated by manufacturers during WWII. They needed workers to fill the gaps created by loss on manpower so it was an enticement, if you will. Medicare was a vote-getting scam started by the Democrat Party in the 1960’s. Medicaid is now a political football of the Socialist-Abortion Party.
