  1. Russia using these conventionally provides real world experience and a chance to develop counter measures.

  2. The Russians discovered that if you drive a steel impact projectile at hypersonic speed, it discharges all its’ free electrons upon impact. So you get a kinetic energy impact from the steel plus a “lightning bolt” of electron plasma that penetrates far into the ground. This is how they destroyed a weapons depot 250 meters deep on their first use last year. Zeus would be impressed. Trumps’ ballroom bunker would not withstand this weapon.
