   I dunno… I believe what he’s trying to say is ‘we’ (the federal government) shouldn’t be paying. He specifically says at one point the States should be paying for this.

   Neither the state nor the feds should pay for daycare. Mothers should raise their children, or parents should pay for it otherwise.
