   What is really hilarious is state governments that claim they own water from rain.

      You just have to be sneakier about capturing and storing it. Proper concealment will get you the means of taking “their* water for your own needs. Obviously, this is not so easy to do in some places where population density means there are always nosy Karen’s watching what you’re doing. I’ve long said, if you can’t join ’em, beat ’em.
