Seems like everyone working on vaccines, bioweapons, etc simply needs to be put to death and all of their notes destroyed. Clearly these people have ZERO RESPECT for the human species. The 1900s Spanish influenza mass pandemic and the associated tens of millions dead was the result of US Army vaccine experiments.
