Plasma propulsion has been around for a while.

The video is mistaken – there is no combustion but you do need tanks for your reaction gas. You also need something to power the plasma generation.
The thrust generated is a lot lower than with a chemical engine but the thrust velocity is very high. This allows the rocket to achieve a higher end speed.
Plasma engines do require fuel….just not the same fuel as rockets. And they are not useful for leaving a gravity well.
We aren’t going past the van Allen belts. Never have…never will.
The Apollo astronauts went through the Van Allen belts.
