    It is sounding like this is a nationwide problem that likely impacts every state, and likely EVERY PROGRAM that involves federal dollars. Obviously the vast majority of the perpetrators are NOT capable of pulling this off on their own…so thousands if not hundreds of thousands of government employees are ALSO INVOLVED. ROOT CAUSE: GOVERNMENT, FOLLOWED BY GOVERNMENT DOLLARS. If we’re starting from scratch, then let’s do it WITHOUT GOVERNMENT.
