Well, it looks like fixed bases and troop concentrations are a thing of the past–much like Dreadnaught battleships. Anything, anywhere on the planet can be hit by precision missiles using ISR techniques. And we keep on maintaining and expanding foreign bases and building sea surface targets (aircraft carriers).
