Surely not Amazon.
These are sold direct from the manufacturer on the internet. The low power ones are meant to primarily block GPS so no one can use it to track your car if a device is attached. Good to have as the higher power models will block Flock cameras and other devices. At least that’s what I’ve heard.
I clearly remember buying (and using) some kind of “tv off” device from Amazon – sometime since 2012 – but when I check my orders, Amazon has no record of it. No clue where it may be now; half our stuff is still in boxes and bins for the past 3.5 years.
They could use these at prisons to cut down on prisoners using cell phones. But the FCC put a stop to that.
Cell phone jammers have been around for a long time. Military, police and criminals have them. In South Africa, criminals use them to isolate white farmers. Then they move in for the kill.
Organized groups are using them right now for home invasions in rich communities in So. Cal.

Hard wired cameras only. Hard wired internet connection, preferably fiber optic.
Old technology…been around a long time. And in common use by criminals to facilitate burglary and home invasions. The only people who are afraid of using such tech are people who choose to obey the law. The bad guys…both outside and INSIDE the government have no qualms about such tech.
