As far as the current disaster with Iran, I concur with the commenters here that Mr. Vance was deliberately ignoring the murder of the innocent Iranian civilians by the USS Vincennes shooting down the airliner. FYI–Japan would have surrendered without being nuked. It would have taken place in late September or early October. The only real hang up was if the Emperor would remain in place after the surrender. Technically Vance is correct. We DON’T target civilians. In 1988 the USS Vincennes BELIEVED that the aircraft it was targeting was an Iranian fighter/bomber due to errors made in the CIC of the ship. And other incidents where civilians have been killed were also the results of errors. So no…the US does NOT “target” civilians. It does however make mistakes resulting in the deaths of noncombatants.

FYI–the US Navy was ‘trigger happy’ when it shot down that Iranian airliner. Even if it was a ‘fighter bomber’ –so what? Iran had back then a right to its airspace and to patrol around it. And you wonder why there is hostility between Iran and the USA–going back to when we overthrew their government in the 50’s and installed a tyrant (the Shaw). On top of that add all the assassinations conducted by the Israeli’s (our very best friends that we could ever have) over the years targeting their ‘civilian scientists’ and military leaders. And you wonder why they are pissed at Israel–and launched hundreds of missiles into their country (inflicting 400 billion dollars in damage BTW). It’s tit for tat–and one day, Iran is going to deliver a big ass tat on Israel. The technology gap is rapidly shrinking between these countries soon to make all of Israel’s tech irrelevant.
