I want all fraudulently collected money back from their respective states. Half goes to the national debt and the remainder goes back to the people who paid taxes. Fines levied against those responsible parties will be used to fund new prisons in El Salvador for their incarceration.

Fraud is INSTITUTIONALIZED in both FedGov and State. And they do not GAF. They seem proud of it.
